Just a guess, but I'd be willing to bet Madison Bumgarner and Cole Hamels will have essentially interchangeable performances in 2020.

Signing Cole Hamels to a one-year deal is the biggest no-brainer of the Phillies offseason. Check one box quickly, then move onto bigger fish.
2.96 ERA in 16 starts last year before the injury.
Obvious injury-risk given the age, but it's really a no-brainer for this team.
Add one of the big-guns and Hamels and it's a very good rotation.

I would rather have Kyle Gibson over Hamels. Gibson takes the ball every fifth day, younger and is a solid 2-3 WAR pitcher.

I see two viable paths, none of which involve retaining wheeler:
1. (Much more likely) Mets don’t want to spend 20 mil, opt for someone like Hamels
2. Mets willing to spend big bucks for a pitcher, than might as well give Strausburg the 25-28 mil instead of giving 20 to wheeler
