@JSchanzer "Should have been" is not a good enough explanation. Sudan cannot & should not accept responsibility for the USS cole bombings or any other terrorist bombings. It is not lockerbie & Sudan is not Libya. People may accept culpability in assasination attempt on Mubarak in 1995
